With data, Philadelphia tries to plug the education-poverty gap

 

Philadelphia’s most impoverished residents deserve access to higher education, says Philadelphia Mayor Michael Nutter, but the system is so complicated to navigate that it’s difficult for people to know where to start. That’s why Nutter’s office, in partnership with IBM, has launched a $1 million venture called “Digital On-Ramps,” using personalized data (accessible through individual smartphones) to help potential students better navigate the road away toward a degree that can help them into a more secure place in the workforce.
